Provider drivers are implementations that give Octavia operators a choice of
which load balancing systems to use in their Octavia deployment. Currently, the
default Octavia driver is the only one available. This framework is required to support third party implementations, including hardware appliances.

This is needed to support third party load balancers that were available with Neutron LBaaSv2.

All patches have been merged upstream. The providers framework effort is completed.
