Description of problem:
'Fixed IPs' text appear with wrong font size.

CFME 5.9.0.21.20180214154720_6f2109d 

How reproducible:
100%

Steps to Reproduce:
1. Crear
2. Create network.
3. Create subnet
4. Try to create router with external gateway.

Actual results:
'Fixed IPs' appear with wrong font size.

Expected results:
Size should be bigger.

Verified in 5.10.0.4. "Fixed IPs" font size is correctly formatted.
