Description of problem:
When I set autonnect on wifi where always ask for password is set too (eg, RedHat here) network list wont regenerate until user is successfully logged in.

control-center-3.26.2-8.el7
NetworkManager-1.10.2-13.el7

How reproducible:
100%

Steps to Reproduce:
1. set autoconnect and always ask for password for one wifi network
2. watch the network list in control-center or gnome-shell
3.

Actual results:
Network list shows only one network and network list update is blocked until auth process is finished. Either connected or disconnected due to wrong password. In case of wrong password another wifi networks appear but just for a while.

Expected results:
Not sure what is the correct behavior perhaps network list should be always generated.

NM doesn't rescan for wifi networks while a connection attempt is in progress on the device. I don't think this changed from previous releases.

Mass-moving bugs RHEL <= 7.6.0 to 7.7.0.
As we are past RFE deadline for 7.7.0 and we should have no new features on 7.8.0, please evaluate if it's still wanted on RHEL7 and contact PM for exception. You may also move it to RHEL8 if that's wanted. Thanks!

Hi, I believe this is the correct behavior. When a wifi device is
connecting to a network (and in this case it is waiting for user to
supply secrets), I don't think it useful to scan for other networks.

I'm closing this bug, please reopen or add a comment if you think the
behavior should be changed. Thank you.
