Keeping the 1:1 relationship between OVN and OpenStack, we will need OVS 2.10 for OSP 14: upstream OVN 2.10 packaged in OVS 2.10 is developed in tandem with OpenStack Rocky, both are supposed to release within a 2 week delay.
