/usr/lib64/libcrypto.so.1.0.2n in compat-openssl10-1.0.2n-2.fc28.x86_64 was not linked with the standard Fedora linker flags (LDFLAGS) from redhat-rpm-config.

I don't quite see where this happens in the build, but the -specs=/usr/lib/rpm/redhat/redhat-hardened-ld which brings in -Wl,-z,now appears to be missing, leading to missing NOW/BIND_NOW flags, as seen with “readelf -d”.
