this dialog seems to have a secondary text, but no primary text,
which looks just wierd

The one you get if you select Preferences>Password in the menus.
It is created by /usr/bin/userpasswd from the usermode-gtk package.

This report targets the FC3 or FC4 products, which have now been EOL'd.

Could you please check that it still applies to a current Fedora release, and
either update the target product or close it ?

It doesn't look that much better with a primary text, nevertheless it is an
improvement.

Fixed in rawhide usermode-1.90-1.
