/usr/lib64/libtomcrypt.so.1.0.1 in libtomcrypt-1.18.1-3.fc28.x86_64 has not been linked with the standard Fedora linker flags (LDFLAGS) from redhat-rpm-config:

libtool: link: gcc -shared  -fPIC -DPIC  src/ciphers/aes/.libs/aes.o […] src/stream/sober128/.libs/sober128_test.o   -ltommath  -O3 -O2 -g -fstack-protector-strong -grecord-gcc-switches -m64 -mtune=generic -mcet -Wl,-z -Wl,relro   -Wl,-soname -Wl,libtomcrypt.so.1 -o .libs/libtomcrypt.so.1.0.1

-specs=/usr/lib/rpm/redhat/redhat-hardened-ld is missing.
