/usr/lib64/lua/5.3/lpeg.so.1.0.1 in lua-lpeg-1.0.1-5.fc28.x86_64 has not been linked with the standard Fedora linker flags (LDFLAGS) from redhat-rpm-config.

Looking at the package makefile, there does not seem to be a good way to inject the flags, so some patching is probably required:

linux:
	make lpeg.so "DLLFLAGS = -shared -fPIC"
…
lpeg.so: $(FILES)
	env $(CC) $(DLLFLAGS) $(FILES) -o lpeg.so

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
