/usr/lib64/libnetcdf.so.11.0.4 in netcdf-4.4.1.1-8.fc28.x86_64 and similar DSOs in sister packages have not been linked with the standard Fedora linker flags (LDFLAGS) from redhat-rpm-config:

-specs=/usr/lib/rpm/redhat/redhat-hardened-ld is missing.
