/usr/lib64/libtommath.so.1.0.1 in libtommath-1.0.1-4.fc28.x86_64 has not been linked with the standard Fedora linker flags (LDFLAGS) from redhat-rpm-config:

libtool: link: gcc -shared  -fPIC -DPIC  .libs/bncore.o .libs/bn_error.o .libs/bn_fast_mp_invmod.o […] .libs/bn_s_mp_sub.o      -Wl,-soname -Wl,libtommath.so.1 -o .libs/libtommath.so.1.0.1

LDFLAGS is completely missing.

This is different from the usual libtool problem involving dropped -specs= arguments.  It looks package-specific.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
