Description of problem:

The alsa-plugins-pulseaudio package installs files into %{_libdir}/alsa-lib/, but nothing owns %{_libdir}/alsa-lib.

# rpm -qf alsa-lib
file /usr/lib64/alsa-lib is not owned by any package
# rpm -qf /usr/lib64/alsa-lib/*
alsa-plugins-pulseaudio-1.1.5-1.fc27.x86_64
...

Either all packages, which are installing into %{_libdir}/alsa-lib need to depend upon another package which owns this directory or all such packages must own %{_libdir}/alsa-lib. I prefer the latter.

alsa-plugins-pulseaudio-1.1.5-1.fc27.x86_64

alsa-lib-1.1.6-2.fc28, alsa-plugins-1.1.6-2.fc28, alsa-tools-1.1.6-1.fc28, alsa-utils-1.1.6-1.fc28, python-alsa-1.1.6-1.fc28 has been pushed to the Fedora 28 testing repository. If problems still persist, please make note of it in this bug report.
