2. Go to Compute -> Cloud -> Stacks
3. Select a stack

I tried it in the oldest 5.9.0.x I got - 5.9.0.4 and there is still that issue.
In 5.8.3.3 I can't reproduce this issue.

Verified in 5.10.0.3. Stack outputs icon is displayed correctly.
