Description of problem:

After connecting CFME to OSP - version 9 in this case - and trying to add new floating IP, the list of external network is filled with *all* external networks. 
The expected behaviour should fill the list with only external networks belong to the tenant.

Actual results:
I see all networks of all tenants

Expected results:
I should see only network shared and those who belong to my tenant
