/usr/lib64/libqc.so.1.3.1 in qclib-1.3.1-2.fc28.s390x has not been linked with the standard Fedora linker flags (LDFLAGS) from redhat-rpm-config:

gcc -Wl,-soname,libqc.so.1 -shared query_capacity.o query_capacity_data.o query_capacity_sysinfo.o query_capacity_ocf.o query_capacity_hypfs.o query_capacity_sthyi.o -o libqc.so.1.3.1

There is no LDFLAGS injection at all.
