Race conditions on the volume service when reporting status from the storage backend caused the scheduler to use out-of-date information which allowed more volumes to be created than the configured limits. With this update, race conditions have been removed. Schedulers now use up-to-date information which brings the number of volumes allowed to be created closer to the configured limits.
