Description of problem:

Provisioning a new centos 7 host via foreman proxy on fips-enabled rhel 7.4 failed with anaconda warning: failed to fetch kickstart file

Related probably to anaconda bz at https://bugzilla.redhat.com/show_bug.cgi?id=1341280

After some investigation, it seems the issue is unrelated to fips mode, more likely it is a regression from https://projects.theforeman.org/issues/4463, will investigate further and update this bz

The Satellite Team is attempting to provide an accurate backlog of bugzilla requests which we feel will be resolved in the next few releases. not sure that the bug still exists, it was reported 3 years ago, and no further info was provided
also, centos provisioning isn't support by satellite
