This was rebuilt on F28, but is still broken on Rawhide.

I found the rebuilt for F28 x86_64 (R-lmtest-0.9.35-4.fc28) at:
https://koji.fedoraproject.org/koji/packageinfo?packageID=6376

and downloaded the package manually. It installed without problems. I cannot find an entry at "https://bodhi.fedoraproject.org/" in order to give karma. Am I missing something?

No, you're right, it was rebuilt after the branch split, so it never really got into F28.

Spot's rebuild for R 3.5.0 should have covered this in 28 and Rawhide.
