Description of problem:

The ovs-tcpdump command used for debugging with OVS is not available from the OSP repositories and is shipped in the rhel-7-fast-datapath-rpms repo instead in the openvswitch-test package. 

We need to make the ovs-tcpdump command available via a repo that is accessible with an OSP subscription.

Every installation


Steps to Reproduce:
1. Not able to install a package with ovs-tcpdump command

Actual results:
No repo available to standard OSP subscription with the ovs-tcpdump command


Expected results:
A package on an OSP accessible repos that has the ovs-tcpdump command installs
