BuildRequires:  python-django

So this needs to either be updated for django 2.0 or retired...
I guess retired.

nothing requires restauth.

https://github.com/RestAuth/server/releases - last release is 2014

Checked with Jan Kaluža and he is OK if we retire this.

Retired in f28 and master.
