Due to https://fedoraproject.org/wiki/Changes/Django20 all Django applications have to change their Django requirement from python2-django to python2-django1.11.

Fix is ready in https://src.fedoraproject.org/rpms/graphite-web/pull-request/2

Opening this to track the problem.

Problem: package graphite-web-1.1.1-2.fc28.noarch requires python-django >= 1.3, but none of the providers can be installed.
