I am thing this can be changed by adding this line to %prep section
sed -i 's|git-pull-request = git_pull_request:main|git-hub-pull-request = git_pull_request:main|' setup.cfg
And changing in %files section to
%{_bindir}/git-hub-pull-request.
This message is a reminder that Fedora 28 is nearing its end of life. On 2019-May-28 Fedora will stop maintaining and issuing updates for Fedora 28.
