Proposed as a Blocker for 28-beta by Fedora user lnie using the blocker tracking app because:
looks like a blocker for me,as this bug means you can't create a root account or in a easy way,though you can create a normal user with the help of initscripts.
seems affects "When using a dedicated installer image, the installer must be able to complete an installation using the text, graphical and VNC installation interfaces"
This is the expected outcome of the "Reduce Initial Setup Redundancy"[0] change approved for Fedora 28 - for the Fedora Workstation live installation the user creation has been moved to Gnome Initial Setup and is not possible from the installer.
