Note that puppet-ceph is not used anymore for the deployment of Ceph (nor it can't be given code in the templates to use it has been removed) but it is still needed to configure keystone with a swift-like endpoint when deploying Ceph RadosGW. verified on openstack-tripleo-heat-templates-9.0.1-0.20181013060859.ffbe879.el7ost.noarch Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
