If we are in F28 already, our krb5.conf points to use KCM as a default credentials cache, so kadmin.local tries to use it. However, SSSD might be offline at this point and thus KCM is not available. For kadmin.local it does not matter what we are using because there is no real authentication involved, so perhaps for the purpose of the IPA upgrade process we could use some empty FILE-based credentials cache to avoid such issues. freeipa-4.6.90.pre1-5.fc28 has been submitted as an update to Fedora 28. https://bodhi.fedoraproject.org/updates/FEDORA-2018-8cff0f34f6 freeipa-4.6.90.pre1-5.fc28 has been pushed to the Fedora 28 testing repository. This one is kind of a consequence of that one (sssd failing).
