Description of problem:
according to http://fedoraproject.org/wiki/User:Jjelen/Draft/Testcase_tcp_wrappers there should not be tcp_wrappers 

[liveuser@localhost-live ~]$ rpm -q tcp_wrappers
tcp_wrappers-7.6-89.fc28.x86_64

What did bring this library to your system? I am able to safely remove this package without taking any other package without it:

[root@f28 ~]# dnf remove tcp_wrappers
Dependencies resolved.

Okay, I know where this is coming from, seems like the composes are still coming with tcp_wrappers-7.6-89.fc28.src.rpm

Yes, the composes still list tcp_wrappers. Lest remove them:
