Description of problem:
awscli 1.14.50 needs s3transfer 0.1.12 according to this

https://github.com/aws/aws-cli/issues/3006
https://github.com/aws/aws-cli/pull/3003

but Fedora only has s3transfer 0.1.10 which leads to the error

__init__() got an unexpected keyword argument 'max_bandwidth'
