Description of problem:
Console access for vCloud VMs is not implemented yet, but it's needed as part of MVP for customers to use it through CloudForms.

Steps to Reproduce:
1. Visit vCloud's VM that is powered on and try to access its console

Actual results:
The button is grayed-out no matter what (because it's not implemented yet)

Expected results:
Console access should work.
