Description of problem:

An attempted update of procps-ng fails as follows:

Error: Transaction check error:
  file /usr/share/man/pl/man1/kill.1.gz from install of procps-ng-3.3.12-2.fc29.x86_64 conflicts with file from package man-pages-pl-1:0.7-2.fc27.noarch
  file /usr/share/man/pl/man1/uptime.1.gz from install of procps-ng-3.3.12-2.fc29.x86_64 conflicts with file from package man-pages-pl-1:0.7-2.fc27.noarch

Additional info:
With man-pages-pl removed from an installation the update in question, not surprisingly, proceeds but this package supplies 1496 different manpages so this is not a desirable course of action.

A package man-pages-pl-0.7-2.fc27 is present in the current rawhide repositories so it is not a "stray".

I did not check if procps-ng conflicts with other man packages.  Looking at what is supplies there is a potential for conflicts at least with man-pages-de, man-pages-fr and man-pages-zh-CN.

This needs to be fixed in man-pages-pl.

I checked those packages and there are no conflicts.

This is actually blocking F28 Final, as there is a conflict on the Server DVD (as both man-pages-pl and procps-ng are on the Server DVD):

"There must be no errors in any package on the release-blocking images which cause the package to fail to install. ... Critical errors include, but are not limited to, undeclared conflicts"

This is an automatic blocker, per https://fedoraproject.org/wiki/QA:SOP_blocker_bug_process#Automatic_blockers .
