Description of problem:
Targeted refresh works for volumes but not for snapshots.

Version-Release number of selected component (if applicable):
5.9.2.0

How reproducible:
Always

Steps to Reproduce:
1. Add an ec2 provider with configured settings for targeted refresh
2. Go to Storage -> Block Storage -> Volumes
3. Snapshot a volume
4. Wait 10 minutes
5. Delete snapshot of this volume
6. Wait 10 minutes 

Actual results:
Snapshot stays in pending state after creating.
Snapshot is still in cfme after deleting it.

One time issue. Setting qe_test_coverage flag to -.

Verified in 5.10.0.4. Targeted refreshes work for ec2 ebs snapshots.
