Rebase qemu-ga-win, the guest agents for Windows guests, and package in virtio-win for RHEL-7.6.

This is the BZ to track the rebase of qemu-ga-win, the guest agents for Windows guests on RHEL.

Reopening as we want to switch to using mingw-qemu-ga-win for virtio-win.

Do functional testing on qemu-ga-win-7.6.2-2.el7ev.noarch.rpm, no regression issues.

So change status to verified.
