Steps to Reproduce:
1. Open SystemSettings
2. Select an option
3.

Actual results: The first option when selected in white on a light background.


Expected results: Text Color should be white on a blue background

We also see this in Kubuntu 18.04, so it's likely an upstream issue. I've filed an appropriate upstream bug report: https://bugs.kde.org/show_bug.cgi?id=392775
