This is RHEL 7.4 with latest updates; I haven't seen it fail on RHEL 7.5 (!)

Under the previous 7.4 kernel (kernel-3.10.0-693.el7.x86_64), before rebooting, the error was quicker:

    Set hostname to <7381be6f2c57>.
    Initializing machine ID from random generator.
    Failed to create root cgroup hierarchy: Permission denied
    Failed to allocate manager object: Permission denied
    [!!!!!!] Failed to allocate manager object, freezing.






AFAICT RHEL 7.4 only, not 7.5

Is the container_manage_cgroup boolean turned on?

setsebool -P container_manage_cgroup 1
