Another issue might be caused by this change:

Yes labltk needs to be added to EPEL 7. I kicked off a build for that: https://koji.fedoraproject.org/koji/taskinfo?taskID=26413457 We still have ocaml-camlp4 in RHEL 7.5. So I think all that needs to be done after this is tag the above into the Koji overrides and rebuild ocaml-lablgl. There will almost certainly be other EPEL 7 packages which need rebuilding so if you find any just mention them in this bug.
