Test is still failing with httpd24-mod_auth_mellon-0.14.0-2.el7

There is /opt/rh/httpd24/root/usr/share/doc/httpd24-mod_auth_mellon among other files that are not owned by collection

Looks like test bug. I've tweaked whitelist. Switching back to ON_QA
