Description of problem:
Based the upstream merge mentioned in bug #1425058 comment #34 I would like
to see an option in virt-manager to enable/disable ROM loading for at least
NICs.

virt-manager 2.2.0 has a VM XML editor, so you can manually write the XML for this for the device you care about. I think that's sufficient given this is definitely an advanced usecase.
