https://src.fedoraproject.org/rpms/python-flask/pull-request/3 fixes the build for Rawhide and updates to the latest upstream release. Ricky, would you please review and merge that?

Currently, flask FTBFS because of missing pallet-sphinx-themes. The PR fixes that.

A FTBFS blocks Python 3.7 rebuild. I have verified that with the PR megrged, the package builds with 3.7.

Any chance the 1.0.2 changes could be merged and built for Fedora 28?
