Description of problem:
'Select all' checkbox selects every listed repository which is even not listed(filtered out)

Version-Release number of selected component (if applicable):


How reproducible:
Everytime

Steps to Reproduce:
webUI->Content->Activation Keys->select the key->Repository Sets->Apply any filter(e.g. 6), it will filter the listed repository list->click on the top most check box(in the column to the left of 'Repository Name') to select all the listed rows-> remove the filter->All the rows will be selected or the 'select action' will be applied to all rows.

Actual results:
all the repositories are getting selected regardless applied filter.

Expected results:
Only the filtered list of repositories should be selected when checking 'Select all' check box.

The Satellite Team is attempting to provide an accurate backlog of bugzilla requests which we feel will be resolved in the next few releases. We do not believe this bugzilla will meet that criteria, and have plans to close it out in 1 month. This is not a reflection on the validity of the request, but a reflection of the many priorities for the product. Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/32067 has been resolved.
