Description of problem:
ipsec newhostkey fails with an HMAC error in FIPS mode with Libreswan 3.23-3 (RHBA-2018:0932)

How reproducible:
Configure FIPS mode with Libreswan 3.23-3

ipsec newhostkey fails with an HMAC error

Expected results:
It should work fine without any error

Additional info:
I had to downgrade the package to 3.20-5  to get ipsec configured and running
