Description of problem:

# rpm -ql gstreamer1-plugins-bad-free.x86_64 | grep webrtc
/usr/lib64/gstreamer-1.0/libgstwebrtcdsp.so
/usr/lib64/libgstwebrtc-1.0.so.0
/usr/lib64/libgstwebrtc-1.0.so.0.1400.0

The plugin libgstwebrtc.so is missing. libgstwebrtcdsp.so is an unrelated plugin.
