Just done an update on my f28 machine, and I'm seeing:

This is missing explicit conflicts between old gegl-devel and current gegl04-devel, I'll split off development documentation and add that to the new devel-docs subpackage so you won't be swamped with that many conflict lines. You should really only install one version of either and I suggest gegl04-devel because apart from the old gimp-2.8.x packages, nothing needs gegl-devel (0.2.x).
