Right now RHOS-13 pulls in certain ceph packages from the ceph-3.0 repo.  These client packages aren't built for ppc64le and as such we can'rt build any containers that require them on ppc64le.

The majority of the work to enable these needs to be done my a subset of the Ceph, MultiArach and RCM teams.

This tracker bug is to ensure we have a focal point for that work and don't let it slip through the cracks.
