In Bug 1140742 when native Ceph support was added it was done only on x86_64.  As we enable MultiArch support in Red Hat OpenStack[1] (RHOS) we need to support native Ceph in qemu.  This should be safe to add on all architectures now since the ceph libraries are available in RHEL-7.5+

We need this fixed for all all rhel releases >= 7.5, I'm not sure if one bug is adequate for that or if I need to clone this.

I have done a scratch build against 7.5 with the attached patch as a PoC

Looking at the build logs for ppc64le and aarch64 shows "librados.so.2()(64bit) librbd.so.1()(64bit)" in the Requires
