Content of PyCharm repo (F28 build missing)

Description of problem:
Enabling the third party repository in F28 results in a new repository that does not contain any package for F28. User running `dnf update` will receive a warning: fail to sync repo 'phracek-PyCharm' disabling

Problem is that PyCharm hasn't been built for F28 in that repository

Steps to Reproduce:
1. enable repository
2. try to install PyCharm
3.

Actual results:
fail to sync repo 'phracek-PyCharm' disabling

Expected results:
update metadata of repo

Additional info:
Why starting this mess? Whoever needs an IDE like PyCharm should be able to do a dnf copr search and dnf copr enable ....

I have finally built new PyCharm version https://copr.fedorainfracloud.org/coprs/phracek/PyCharm/build/755396/

But basically, I am maintaining PyCharm repo for more then 3 years. Idea was to provide set of rpms for some folks. Suddenly the PyCharm repo is available as a 3rd party package and it WAS NOT consult it with at all.

Please be patient for cases like releasing a new version for new Fedora release. I totally forgot it.
