Steps to Reproduce:
1. Create new user for manage.int.openshift.com
2. Signup for Fuse paid plan

Actual results:
Allowed to continue processing without being prompted for information from developers.redhat.com

Expected results:
From https://manage.int.openshift.com/register/plan, clicking on Fuse plan should redirect me to something similar to https://developers.redhat.com/auth/realms/rhd/login-actions/required-action?execution=rhd-update-profile&client_id=oso-pro&tab_id=S0r7G4ecT6c in order to promote my account

The 'Additional Action Required' page is shown as Pro after select Fuse plan.
