Description of problem:
If the password of any CFME user contains an accent character e.g. from French or Czech (š, č, ř, ...), user is not able to login, no message is given by UI, nothing is captured in evm.log, api.log, production.log, audit.log or automation.log - WebUI shows nothing.

Steps to Reproduce:
1.Create a user in the DB with a password that has an accent character
2.Log into self service UI.
3.

Actual results:
User can't log in, nothing is displayed in webui.

Expected results:
User should be able to log in.

reopening, This is not a duplicate.  You can't log into SSUI in 5.8.4.3, BZ1527316 only deals with classic UI.
