Waiting on completion of https://trello.com/c/zZ30CQLv/1097-3-dedicated-allow-dedicated-admins-to-manage-limits-quotas-on-project-resources to be able to allow https://docs.openshift.com/container-platform/3.7/admin_guide/managing_networking.html#admin-guide-networking-networkpolicy-setting-default at all
