Hosts dashboard with wrong Cluster Name

Description of problem:
Links to Grafana dashboards from Hosts page are wrong when cluster name is specified. Cluster id is used instead of specified Cluster Name.

Version-Release number of selected component (if applicable):
tendrl-ansible-1.6.3-4.el7rhgs.noarch
tendrl-api-1.6.3-3.el7rhgs.noarch
tendrl-api-httpd-1.6.3-3.el7rhgs.noarch
tendrl-commons-1.6.3-5.el7rhgs.noarch
tendrl-grafana-plugins-1.6.3-3.el7rhgs.noarch
tendrl-grafana-selinux-1.5.4-2.el7rhgs.noarch
tendrl-monitoring-integration-1.6.3-3.el7rhgs.noarch
tendrl-node-agent-1.6.3-5.el7rhgs.noarch
tendrl-notifier-1.6.3-3.el7rhgs.noarch
tendrl-selinux-1.5.4-2.el7rhgs.noarch
tendrl-ui-1.6.3-2.el7rhgs.noarch

How reproducible:
100%

Steps to Reproduce:
1. Import cluster to WA, set Cluster Name during import.
2. In WA go to Hosts page.
3. Click on `Dashboard` button next to any host.

Actual results:
New Grafana tab is opened. It leads to correct host but in `Cluster Name` field is cluster id. When user clicks on this id there is only option with correct Cluster Name. After this option is selected, the Host Dashboard is rendered correctly.

Expected results:
There should be opened tab with correctly rendered Host Dashboard.
