Description of problem: Trying to enable two different streams for the same module in the same command should give an error.


Version-Release number of selected component (if applicable): 2.7.5-13


How reproducible: always


Steps to Reproduce:
1. dnf module enable ModuleA:f26 ModuleA:f27 --assumeyes

Actual results:
Last metadata expiration check: 0:00:01 ago on Tue May 22 12:34:45 2018.
      'ModuleA:f26' is enabled
      'ModuleA:f27' is enabled


Expected results: exit code is 1 and an error message is displayed.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
