Description of problem:

To have the PWD-LOCK flag be set, it requires both conditions in /etc/shadow line:
- start with "!"
- have password hash be alphanumerical

Second condition is almost never met since character set is [a-zA-Z0-9./]

Fixed by upstream commit 214fbec40abf0432b8e7968f05024ee76d11b3c7.
