Description of problem:
As a User I can opt-in to provision vApp in powered-off state and MIQ should recognize provisioning success also in such cases.

How reproducible:
Always

Steps to Reproduce:
1. Instantiate vApp via Service Dialogs, opt-in to leave vApp powered-off
2.

Actual results:
MIQ correctly instantiates the vApp but it thinks it was a failure because status 'off' is not recognized as successful one.

Expected results:
MIQ should be aware that 'off' is also a valid status.
